      There are a number of different diseases of the blood and immune system that can affect white blood cells. A lot of these diseases lower the total number of white blood cells, or the number of a specific type of white blood cell with its own job (neutrophils, granulocytes etc). You would probably notice something might be wrong if you were getting ill a lot, as the white blood cells are what help fight infection so if there are not very many, you would be more vulnerable to infection.
